Law No. 8.259 establishing guidelines for the promotion of sustainable bio-innovation.

This Law establishes general guidelines for the promotion of sustainable bio-innovation in the State of Amazonas, with the objective of supporting public policies promoting the responsible use of Amazonian biodiversity in combination with science, technology, and traditional knowledge. It defines sustainable bio-innovation as the development of products, services, and technologies derived from biological resources and associated knowledge while respecting environmental sustainability, the protection of traditional knowledge, and the fair sharing of benefits. The law seeks to stimulate research, technological development, and innovation linked to the Amazon bioeconomy, promote the sustainable use of biodiversity, strengthen cooperation among universities, research centres, entrepreneurs, and traditional communities, and encourage the creation of innovative enterprises based on the region’s biological and cultural resources. The law further establishes principles and measures to support a sustainable bio-innovation ecosystem, including the valuation of Amazonian biodiversity as a strategic asset for development, the promotion of scientific research and technological innovation, and the integration of academia, the productive sector, and local communities. It encourages the development of innovative value chains in biotechnology, pharmaceuticals, cosmetics, food production, and environmental services, while emphasizing social inclusion, territorial development, and socio-environmental responsibility.
