Abstract
This Law establishes the State Care Policy of Piauí with the aim of guaranteeing the right to care for all individuals through shared responsibility among the State, municipalities, families, the private sector and civil society. The policy seeks to ensure that people have the right to receive care, provide care and practise self-care, while addressing the social, economic and gender inequalities associated with care work. Its main objectives include improving access to quality care services, supporting the reconciliation of paid employment with family care responsibilities, promoting decent working conditions for paid care workers, and recognising, reducing and redistributing unpaid care work, which is predominantly performed by women. The law also aims to establish an integrated and intersectoral framework linking health, social assistance, education, employment, human rights, nutrition, housing and other public policies throughout the life cycle. Particular attention is given to vulnerable groups, including children, older persons, persons with disabilities, unpaid caregivers, low-income families, homeless populations and traditional communities such as Indigenous peoples, quilombolas and other culturally distinct groups. To implement these objectives, the legislation provides for the development of a State Care Plan, the creation of a State Care Management Committee, multi-level cooperation between state and municipal authorities, and measures to strengthen community-based care, social inclusion, territorial equity and cultural recognition across the State of Piauí.
