Abstract
This Law establishes the State Policy on Personal Protective Equipment (PPE) for workers involved in the management of solid waste. Its main objective is to ensure the continuous and adequate provision of PPE and complementary occupational health and safety measures for all workers engaged in waste collection, sorting, transportation and recycling activities, including waste pickers, cooperative members, municipal sanitation workers and workers involved in the removal of waste from water bodies. The law seeks to improve working conditions, reduce occupational hazards, and ensure compliance with national health and safety standards, particularly those established under Regulatory Standard NR-6. The law also creates the State Programme to Support Workers in the Recycling Chain (Recicla), designed to guarantee a regular supply of PPE, finance training and occupational health initiatives, support basic infrastructure for cooperatives and associations, and promote educational campaigns on workplace risks and accident prevention. To support these objectives, the legislation authorises partnerships, financial transfers and cooperation agreements with municipalities, cooperatives and associations, and provides for the creation of a dedicated state fund financed through public resources, donations and mechanisms linked to Brazil’s National Solid Waste Policy. Overall, the law aims to strengthen social protection, occupational safety and the sustainability of the recycling and waste-management sector in Piauí.
