Law No. 9.178 establishing the State Policy on Cannabis spp. for therapeutic, medicinal, veterinary and scientific purposes, with a focus on supporting patients and similar associations, and encouraging research and training for professionals in the State Health Network, within the the State of Sergipe.

This Law deals with the creation of the State Policy on Cannabis spp. for therapeutic, medicinal, veterinary and scientific purposes, with the aim of providing technical and institutional support for patients and patient associations, as well as encouraging scientific research and extension projects at public and private universities, and training staff to prescribe, care for and distribute Cannabis spp. products in the State Health Network. The purpose of this Law is to: guarantee the human right to health through universal access to effective treatments for diseases and medical conditions with the use of Cannabis spp; ensure the production and dissemination of scientific knowledge and information about Cannabis spp, by encouraging the production of research, stimulating scientific events and other educational means; encourage the creation, within the State Health Network, of guidance and care services, with a view to helping patients and their families with the medicinal use of Cannabis spp; promote the public health of the population through research that helps minimize possible risks and damage associated with treatment with Cannabis spp, as well as providing information on its therapeutic effects relevant to certain pathologies; encourage the dissemination of health education, based on up-to-date scientific evidence on the use of Cannabis spp, aimed at guiding health professionals, patients and their families on the dosage and quality of medicines imported or produced in the country; regulate the cultivation of Cannabis spp. for therapeutic purposes by patient associations, in cases authorized by the National Health Surveillance Agency - ANVISA and by federal legislation, under the terms of the Law No. 11.343 of 23 August 2006; encourage scientific production and technological development on its medicinal use; ensure the veterinary use of products, taking into account guidelines and regulations of the Veterinary Council.
