Abstract
This Law provides for the territorial management and planning policy of the State of Amapá. The Policy is the set of doctrinal principles that shape and put into practice institutional procedures and actions with regard to the mediation of rights and interests over the use and occupation of State territories, as well as the conservation of natural resources. The State's territorial management and planning policy is based on the following foundations: the territory is understood as a natural whole that can be used, in compliance with existing legislation and those that may be established to guarantee state development on a sustainable basis; land use planning is a primary function of the public authorities, in order to the appropriate use of natural resources, as well as the recognition of social rights to land rights to land; land use planning is an ongoing process that needs technical studies. It also creates the State Integrated Territorial Management System (SEGIT). SEGIT has the following objectives: coordinate the integrated and decentralized management of the territory of the State of Amapá; arbitrate conflicts related to the use of the territory; implement the state's territorial management and planning policy; plan, regulate and control the use of the territory.
