Abstract
This Law creates the State Policy for the Homeless Population of the State of Rio de Janeiro, aimed primarily to ensure the protection, promotion and guarantee of human rights for people experiencing homelessness in the State of Rio de Janeiro. It establishes principles such as respect for human dignity, the right to family and community life, non‑discrimination, and the provision of humanized and universalized care. In alignment with the definition provided by Federal Decree No. 7.053 of 2009, the Policy recognizes the heterogeneity of this population and seeks to address the structural conditions tied to extreme poverty, fragile social bonds, and lack of conventional housing. To achieve these aims, the Policy sets out key objectives: promoting civil, political, economic, social, cultural and environmental rights; assigning responsibility to public authorities for planning and financing actions; and ensuring the articulation of federal, state and municipal public policies. It further emphasizes the integration of efforts between government and civil society to provide coordinated services and combat violence, stigma and discrimination—including actions that may marginalize this population by omission or commission. Overall, the Policy’s objectives center on comprehensive, rights‑based inclusion and the construction of integrated support systems for people in situations of homelessness.
