Lei No. 4.516 creating the State Programme for Government Procurement from Family Farms and Solidarity Economy in the State of Acre (PECAFES).

This Law creates the State Programme for Government Procurement from Family Farms and Solidarity Economy (PECAFES) within the State of Acre. The PECAFES aims to ensure the direct or indirect purchase of agricultural, extractive and fishery products, whether fresh or processed, as a means of ensuring sustainable rural development, promoting food and nutritional security and sovereignty, and increasing job and income generation. PECAFES has the following objectives: encourage and strengthen family farming, promoting economic and social inclusion, with the promotion of sustainable production, food processing and income generation; stimulate the sustainability of family farming and the solidarity economy, contributing to the practice of fair and adequate prices, expanding the consumer market for their products; encourage the purchase of agricultural, extractive and fishery products, both fresh and processed, by the State Government, notably those intended for public hospitals, prisons, school canteens, popular restaurants, among others, ensuring quality food for people in situations of food and nutritional insecurity, in accordance with Federal Law No. 11.326 of 2006; encourage the consumption of healthy, sustainable foods that value local and regional food culture; promote the supply of the social assistance network, public food and nutrition facilities, and the government market, with a view to food security and supply; strengthen the spaces and networks for the commercialisation of products from family farming and the solidarity economy; generate work and income; support the practice of association and cooperation.
