Abstract
This Law establishes the National Education Plan (PNE 2026-2036) with the primary objective of guaranteeing the right to education through the expansion of access, permanence, and quality across all levels, stages, and modalities of education in Brazil. It aims to universalize schooling for children and adolescents, eliminate illiteracy, and ensure inclusive and equitable education systems that address regional and social disparities. The Plan further seeks to improve learning outcomes, promote human, scientific, technological, and cultural development, and foster citizenship and democratic values. I aims to include strengthening early childhood development, eradicating discrimination in education, and consolidating democratic governance of the education system, while increasing public investment to support these goals. The decree also sets comprehensive sectoral objectives covering the entire education system, including the expansion and quality improvement of early childhood education, basic education, higher education, and vocational training. It promotes inclusive education for vulnerable and marginalized groups, such as indigenous peoples, rural communities, and persons with disabilities, and emphasizes teacher training, professional valorization, and improved working conditions. Cross-cutting objectives include integrating education with social, economic, cultural, and environmental development, particularly through sustainability and climate education, digital education and connectivity, and intersectoral coordination with health and social protection sectors.
