Abstract
This 2nd National Plan for Food and Nutrition Security (PLANSAN 2016-19) is the main instrument of the National Policy on Food and Nutrition Security, established by Decree No. 7.272 of 2010. It includes the different actions of the federal government that intend to respect, protect, promote and provide the Human Right to Adequate Food for all people in Brazil. The Plan will be guided by the eight guidelines of the National Policy on Food and Nutritional Security (PNSAN) and will be constructed by the inter-ministerial Chamber of Food and Nutrition Security based on the priorities established by CONSEA from the deliberations of the National Conference on Food and Nutrition Security. The Plan should: to analyse the national situation of food and nutritional security; have a duration of four years and validity corresponding to the multi-annual plan; consolidate the programmes and actions related to the guidelines designated in art. 3 and indicate priorities, targets and budget requirements for their implementation; to clarify the responsibilities of the organs and entities of the Union that are members of SISAN and the mechanisms of integration and coordination of that System with the sectoral systems of public policies; to incorporate territorial and inter-sectoral strategies and articulated visions of the demands of the populations, with attention to the specificity of the diverse population groups in situation of vulnerability and food and nutritional insecurity, respecting the social, cultural, environmental, ethnic-racial diversity and equity of gender; and define its monitoring and evaluation mechanisms.
The PLANSAN 2016-2019 was built on 9 major Challenges: Ch.1: Promote universal access to adequate and healthy food, with priority for people with food and nutritional insecurity; Ch.2: Combating Food and Nutritional Insecurity and promoting rural productive inclusion in specific population groups, with an emphasis on indigenous Peoples and Communities and other vulnerable social groups in rural areas; Ch.3: Promote the production of healthy and sustainable food, the structuring of family agriculture and the strengthening of agroecological-based production systems; Ch.4: Promote the supply and regular and permanent access of the Brazilian population to adequate and healthy food; Ch.5: Promote and protect the Adequate and Healthy Food of the Brazilian Population, with strategies of food and nutritional education and regulatory measures; Ch.6: Control and Prevent Injuries from Poor Nutrition; Ch.7: Extend water availability and access to water for the population, especially the rural poor; Ch.8: Consolidate the implementation of the National System of Food and Nutrition Security (SISAN), improving federate management, inter-sectoriality and social participation; Ch.9: Support for initiatives to promote sovereignty, food and nutritional security, the human right to adequate food, and democratic, healthy and sustainable food systems at the international level through dialogue and international cooperation.
Challenge 6.2 - deals with combating food and nutrition insecurity and promoting inclusion Rural population in specific population groups, with an emphasis on Indigenous Peoples and Communities and other vulnerable social groups in rural areas. Challenge 6.3 - promote the production of healthy and sustainable food, the structuring of family agriculture and the strengthening of agroecological-based production systems. Challenge 6.7 - extend water availability and access to water for the population, especially the rural poor. Challenge 6.8 Consolidate the implementation of the National System of Food and Nutrition Security (SISAN), improving federate management, inter-sectoriality and social participation.
