Abstract
The strategic guidelines of the PPCDAm guide the lines of action and encompass the logic of the four thematic axes in Amazonia. These are the guidelines: I. Effectiveness of the decentralized and shared management of public policies, through partnerships to prevent environmental damages and promoting sustainable production systems; II. Encouraging the active participation of different sectors for the prevention and control of deforestation, social control and political ownership; III. Support to State Plans for Prevention and Control of Deforestation; IV. Encouraging sectoral agreements with the productive sector, in order to strengthen the governance and sustainability of the productive chains of the Amazon, aiming at the conservation of the forest and the reduction of deforestation; V. Combating land grabbing and the occupation of forests; VI. Strengthening the management of protected Amazon areas, including indigenous lands and other areas under special regime, such as Legal Reserve and Permanent Protection Area; VII. Strengthening the environmental monitoring system, aiming to reduce not only the deforestation but also forest degradation; VIII. Promotion of Rural Environmental Cadastre as an instrument for natural heritage management; IX. Valorisation of timber and non-timber products and forest environmental services, in order to encourage the multiple use of the Amazon, promoting forest economy with sustainable bases; X. Incentive to the adoption of sustainable agricultural practices, in order to reduce the demand for new areas for production.
Based on the logical model and its critical causes, the Executive Committee reviewed the 13 strategic objectives of Phase 3 (2012-2015) to list strategic objectives for the Phase 4 (2016-2020). The Unified Executive Commission (Amazon and Cerrado) re-evaluated the objectives of the PPCDAm and PPCerrado jointly, which resulted in the declaration of nine common strategic objectives for both plans. Based on the objectives, the expected results for 2020 for each of the plans are: 1. Promote land regularization; 2. Promote territorial planning, strengthening protected areas; 3. Promote accountability for environmental crimes and infractions; 4. Implement shared forest management; 5. Prevent and combat the occurrence of forest fires; 6. Improve and strengthen the monitoring of plant cover; 7. Promote sustainable forest management; 8. Promote the sustainability of agricultural production systems; 9. Implement normative and economic instruments to control illegal deforestation.
