Abstract
The Plan for Brazil 2022 aims to build and recover the country's human capital, from the generation of jobs and the valorization of work to the assistance to the needy, has been training increasingly large contingents of Brazilians for work and consumption, who have been excluded for centuries, oppressed by archaic social structures and the neglect of rulers. Social policies removed tens of millions of Brazilians from poverty, improving their food security, access to education, health, energy and water, reducing child mortality and increasing life expectancy. By 2022, Brazil will have to expand and deepen its domestic policies to reduce inequalities, all order, affirmation of human rights and access to public goods - education, health, sanitation, housing, information and culture - through, and including, the expansion of employment and its protection. At the same time, it should expand its social cooperation programmes, in particular with neighbouring countries and Africa, and contribute financially and technically to strengthening its infrastructure, which is an indispensable condition for its development and poverty reduction.
In 2022, Brazil will be part of the economic bloc Mercosur, which will have passed the customs union stage, which will constitute an economic union of the countries that integrate it and that will seek the balanced economic development, with the sustainable and inclusive industrialization of all their regions and States. Brazil will be a fully sovereign state, where the economy will not be vulnerable to international financial speculation, nor to the pressures of third parties, resulting from the political or economic control of strategic resources, whether natural, industrial or technological. Women and men of any race will be on an equal footing, free from all violence in their economic, political and social activities. Brazilian society will be fairer, and income differences between classes, ethnicity and regions will be reduced significantly, and famine and poverty will disappear from the territory.
