Resolution CNPE n. 14 establishing strategic guidelines for the biofuels policy to be proposed by the Executive Branch, creating the Ethanol and the Biodiesel Supply Monitoring Committees.

This Resolution, consisting of 9 articles, establishes strategic guidelines for the biofuels policy to be proposed by the Executive Branch, and creates the Ethanol and the Biodiesel Supply Monitoring Committees. The guidelines define the role of biofuels in the Brazilian energy context and the definition of public policies for the markets in which biofuels. Their objectives aim to perform the following activities: ensure the participation of the various biofuels stakeholders in the energy sector, with an emphasis on security of supply; guarantee an adequate ratio of efficiency and emissions in the production, distribution and use of biofuels, with the improvement of models already adopted in Brazil or in other countries, including mechanisms for evaluating emissions through life cycle analysis; recognize the capacity of biofuels to promote the decarbonization of the fuel market; respect the specific regulations for adding minimum anhydrous ethanol to the market; and The aim is to establish a policy for fuels jointly, with emphasis on the recognition of biofuels for competitive equality in the medium and long term; define instruments that contribute to attracting investments in the expansion of biofuel production and/or that induce the contracting of production in agreements with medium and long term validity; stimulate efficiency and healthy competition among biofuels as a mechanism to ensure balance in the energy matrix in the future; improve marketing rules to better take into account regional characteristics and synergies; etc.
