Resolution No. 05 establishing the general principles for the implementation of the National REDD+ Strategy through the National REDD+ Commission and the Thematic Consultative Chambers.

This Resolution provides for the implementation of the National REDD+ Strategy through the National REDD+ Commission and the Thematic Consultative Chambers. It must respect the following general principles for payment by results: REDD+ is a financing instrument for sustainable development and with a view to achieving Brazil's commitments under the United Nations Framework Convention on Climate Change and its Paris Agreement. REDD+ will be implemented at national and, in the interim, sub-national level, by biome, in a transparent manner and through collaboration and the sharing of information and responsibilities between federal, state and municipal governments and other interested parties. Payments for REDD+ results must comply with Brazil's legal and regulatory framework for REDD+ and obtain approval from CONAREDD+. Payments for REDD+ results are those made on the basis of the reference level of forest emissions submitted by Brazil to the United Nations Framework Convention on Climate Change and the allocation of capitation limits defined by CONAREDD+. The mitigation benefits of REDD+ activities carried out in Brazil will be reflected in the national accounting of greenhouse gas emissions and removals for the purposes of demonstrating compliance with Brazil's nationally determined contribution to the Paris Agreement.
