Sectorial Plan for Mitigation and Adaptation to Climate Change for the Consolidation of a Low Carbon Economy in the Transformation Industry.

Abstract
The new Sectorial Mitigation and Adaptation Plans to Climate Change prepared for the Health Sector, Transportation and Urban Mobility, Industry, and Mining was determined by Decree No. 7.390 of 9 December 2010, regulating the National Policy on Climate Change and is an integral part of the Brazilian strategy of mitigation and adaptation to climate change. The Sectorial Plans were prepared with the participation of representatives of the productive sectors and civil society, indicated by the Brazilian Forum on Climate Change (FBMC), and other entities. The Plan is organized into five axes of action: carbon emissions management; Recycling and co-processing; Energy efficiency; voluntary mitigation actions; and sustainable technologies.
The following action plans were considered for the prevention and control of deforestation in biomes and sectorial plans for mitigation and adaptation to climate change: Plan of Action for the Prevention and Control of Deforestation in the Legal Amazon (PPCDAm); Plan of Action for the Prevention and Control of Deforestation and Burnings in the Cerrado (PPCerrado); Ten Year Energy Expansion Plan (PDE); Plan for the Consolidation of a Low Carbon Economy in Agriculture; Steel Emission Reduction Plan. In 2011 started the preparation of the Sectorial Plans of the following sectors: Manufacturing Industry and Durable Consumer Goods, Fine Chemical Industry, Basic Industries, Paper and Pulp, Construction, Health Services, Mining Industry, Urban Public Transportation and interstate maritime cargoes and passengers transports.
The main objective of the Industrial Plan for 2012-2020 is to maintain efficiency in specific emissions, creation of a structure for monitoring, reporting and verification of GHG emissions, with the institutionalization of emission inventories in all medium and large companies in the sectors covered by the Plan, as well as implementing cross-cutting energy efficiency and material use actions to promote emissions reductions with competitive gains across the industry. The Industrial Plan will carry out studies of baselines and emission scenarios, survey of sustainable technologies and mitigation opportunities in the productive chains of the sectors considered, and establish a permanent channel of communication between industry and government to identify obstacles to the reduce carbon emissions and related measures by 2020.
