State Plan of Water Resources of the State of Piauí (PERH-PI).

The State Water Resources Plan (PERH-PI) was prepared in accordance with the provisions of State Law No. 5.165 of 17 August 2000, which defined the State Water Resources Policy and established the State System for Water Resources Management, in compliance with the provisions of Federal Law No. 9.433 of 8 January 1997, which instituted the National Policy on Water Resources. The Plan is based on the territorial division of the State in Hydrographic Basins and Units of Planning and Management of Water Resources (UPGRH), which includes the integration of river basins into large interconnected systems for water distribution, which will be presented to the State Council of Water Resources.
The objective of the plan is to provide the necessary technical bases to allow the sustainable development of the State in relation to the use of surface and groundwater. Its elaboration counts on the participation of the civil society, through the accomplishment of Public Consultations to discuss the planning of the State water resources and receive proposals of interventions for rational use and conservation of the water resources. The content of the State Plan for Water Resources presents important documents on basic studies and decentralization, as well as the establishment of alternatives proposals for programmes and projects, summarized as follows: 1. Diagnosis of water availability and demands of hydrographic basins; 2. Diagnosis of social demand; 3. Alternatives of compatibility of the availability and water demands, in the quantitative and qualitative aspects and conflicts over the use of water; 4. Identification of alternatives of increase/supply of water availability; definition of measures to mitigate impacts on natural and man-made components associated with water resources; 5. Definition of mitigating measures to reduce pollutant load and quantitative control of demands; 6. Articulation and compatibility of internal and external interests to the state basins; 7. Analysis and proposal of programmes for the implementation/materialization of the management instruments; 8. Proposal of growth for the State of Piauí in the ambit of environmental and water resources programmes; 9. Programming with all actions planned for the PERH/PI, from the institutional and instrumental nature to those of a structural and non-structural nature.
