Abstract
The National Economic and Social Development Strategy (Endes) 2020-2031, was designed with the aim of guiding, articulating and influencing discussions on other instruments of balanced national development planning (national plans, sectoral and regional plans and the Union’s Multi-Year Plan – PPA) in the search for better governance. It was built from the convergence of long-term studies and reflections published by federal public administration research and planning bodies, meetings with federal government ministries and public consultation with society and experts, gathering diverse and sectoral views, with aimed at offering long-term planning to the country. The preparation of this document was also influenced by the 2030 Agenda, adopted by the 193 member countries of the United Nations (UN), expressed in 17 Sustainable Development Goals (SDGs), integrated and indivisible, which aim to promote in a balanced way the three dimensions of sustainable development: economic, social and environmental.
The main guideline of this document is to give concrete form to the fundamental objectives set out in the 1988 Federal Constitution for the twelve-year period and to transform Brazil into a country with a very high human development index. This will only be possible by increasing productivity, improving public governance, increasing competitiveness, guaranteeing environmental sustainability and promoting equal opportunities. These themes will be dealt with in more detail in the National Strategy's axes. All these issues, along with others of equal relevance to the country's development, will be dealt with in the five axes: 1: economic; 2: institutional; 3: infrastructure; 4: environmental (preservation of environmental assets and environmentally sustainable development). 5: social (materializing the constitutional objectives and the SDGs of the 2030 Agenda, since its mission is the eradication of poverty and the social inclusion of the most vulnerable sections of the population).
