Abstract
The Third Nationally Determined Contribution (NDC 3.0) of The Commonwealth of The Bahamas outlines the country’s strengthened climate commitments under the Paris Agreement, with a dual emphasis on mitigation and adaptation. The report provides a comprehensive overview of national circumstances, including governance structures, demographic trends, and economic vulnerabilities. It highlights how climate change impacts—such as sea-level rise, intensifying hurricanes, and coastal erosion—disproportionately affect The Bahamas’ archipelagic geography and economy. Population redistribution following Hurricane Dorian (2019), continued dependence on tourism, and structural exposure to global shocks underscore the country’s heightened need for adaptation.
The NDC 3.0 outlines significant policy developments designed to improve climate governance, including updated legislation, enhanced institutional arrangements, and progress in climate reporting obligations. These reporting processes have emphasized the need for stronger data management, more robust national emissions inventories, and improved monitoring, reporting, and verification (MRV) systems.
A core component of the NDC is the identification of gaps, opportunities, and needs across ten priority sectors—five relating to mitigation (Energy, Transport, Industrial Processes and Product Use, Land Use, Land-Use Change and Forestry, and Waste) and five to adaptation (Coastal and Marine Resources, Agriculture, Tourism, Critical Infrastructure, and Health). The assessment highlights persistent challenges such as limited technical capacity, inconsistent data, high upfront costs for low-carbon technologies, and the economic fragility of a tourism-dependent nation. At the same time, it identifies opportunities in renewable energy expansion, sustainable land and marine management, and improved adaptive systems.
Finally, the NDC outlines the country’s financing needs, underscoring that full implementation remains contingent on international support for technology transfer, capacity building, and climate finance.
