Abstract
This Act seeks to: (i) promote healthier lifestyles and overall wellness across the population; (ii) strengthen collaboration among government agencies to ensure food and nutrition security, in alignment with the National Food and Nutrition Security Policy and Action Plan; (iii) reduce the prevalence of non-communicable diseases and premature mortality linked to the sustained overconsumption of foods containing nutrients of public health concern; (iv) mandate and implement public health policies and measures at national, regional, and global levels to advance the objectives outlined in points (i) and (iii). It lays down provisions on the development and key aspects of a Health Promotion and Wellness Plan; education of the public about healthy lifestyle practices, disease prevention and wellness practices; foster cross-sector collaboration in health promotion and education; the powers and duties of the Minister responsible for health and wellness; and the establishment, functions and powers of the National Food and Nutrition Commission.
The Minister is responsible for mandating and implementing national public health and nutrition policies, fostering healthy food environments, coordinating stakeholder efforts through a health‑in‑all‑policies approach, advancing health equity, and ensuring alignment of programs via the National Food and Nutrition Commission and other designated bodies. Furthermore, the Minister is empowered to adopt and enforce national, regional, and global public health policies, including regulating harmful food products, setting nutrient limits, mandating warning labels, proposing fiscal measures, protecting child nutrition, prohibiting substandard imports, and promoting healthy lifestyles. These policies may apply to foods and beverages imported, sold, distributed, or consumed across all settings, including schools, health facilities, and other public or private environments.
