Bhutan Sustainable Hydropower Development Policy 2021.

Hydropower is a strategic and important renewable energy resource for the Kingdom of Bhutan. The objectives of the Policy include providing universal access to sustainable energy, ensuring energy security for the economic development of the country; enhancing cross border trade of electricity; developing hydropower in a regionally equitable manner to benefit all the people of Bhutan; contributing towards development of clean energy and technologies to adapt and mitigate problems related to climate change; and promoting green technologies like hydrogen fuel, green ammonia, and other emerging technologies.
To achieve the objectives, the Policy lays down the institutional arrangements with Department of Hydropower and Power Systems as the Nodal agency. Further, the policies in respect of ownership and financing of hydropower projects, concession agreements, royalties, criteria for selection of hydropower projects, cross border trade and electricity markets, local participation and partnerships, domestic power allocation and supply, social and environmental considerations, and taxation.
