Abstract
This Act provides for reforms to ensure effective governance of the Civil Service. Chapter 2 lays down the reorganization of Ministries into 9 Ministries: 1. Ministry of Home Affairs; 2. Ministry of Energy and Natural Resources; 3. Ministry of Industry, Commerce and Employment; 4. Ministry of Infrastructure and Transport; 5. Ministry of Education and Skills Development; 6. Ministry of Health; 7. Ministry of Agriculture and Livestock; 8. Ministry of Finance; and 9. Ministry of Foreign Affairs and External Trade. Specific provisions are made with regards to each Ministry including laying down the functions of the ministries, merging various ministries into the 9 ministries and governance of departments under the ministries. Chapter 3 contains provisions for effective governance pertaining to Judicial Service Personnel, Royal Audit Authority, Royal Civil Service Commission and Bhutan Electricity Authority.
