Abstract
The Eleventh Five Year Plan 2013-2018 is focused on self-reliance and inclusive green socio-economic development. Self-reliance is defined as the ability to meet all national development needs as articulated through 5 Year Plans by 2020. Inclusive development refers to reducing poverty and inequality by enhancing the standard of living and the quality of life of the most vulnerable sections of society. An important cross cutting principle shall be the continued adoption of rigorous environmental standards in the pursuit of our development objectives. Hence the Plan shall ensure the mainstreaming and incorporation of green or carbon neutral strategies in all foreseen activities. The Plan is structured upon National Key Result Areas (NKRAs) which are outcomes at the national level that the government needs to achieve in order to realize the Eleventh Plan objective of self-reliance and inclusive green socio-economic development. Sixteen NKRAs are identified based on the following four pillars: (1) Sustainable and equitable socio-economic development; (2) Preservation and promotion of culture; (3) Conservation and sustainable utilization of environment; (4) Good governance.
The Plan seeks to help eliminate hunger, food insecurity and malnutrition. NKRA 3 (Food Secure and Sustained) foresees (i) cereal self-sufficiency enhanced, (ii) milk sufficiency enhanced, and (iii) stunting reduced. NKRA 9 on Water Security will be assessed through the following key performance indicators: (i) 24 hour availability of drinking water ensured; (ii) ambient water quality maintained; (iii) long term mean annual flow of the entire country sustained.
The Plan also aims at making agriculture, forestry and fisheries more productive and sustainable. NKRA 8 on Sustainable Utilization and Management of Natural Resources encompasses the following key performance indicators: (i) Proportion of forest area under sustainable forest management increased; (ii) Ecological footprint sustained; (iii) Population Status of umbrella species maintained.
The document also aims at reducing poverty, giving particular attention to rural poverty. One of the specific objectives is to increase the number of rural households engaged in cultural industries. In this context, the Rural Economy Advancement Programme (REAP) seeks to target extreme poverty in rural areas by identifying the poorest and remote villages.
Further the Plan aims at increasing the resilience of livelihoods to disasters. NKRA 10 (Improved Disaster Resilience and Management Mainstreamed) includes: (i) Number of disaster response teams trained and equipped in Disaster Management increased; (ii) Response time enhanced.
The key result areas under the pillar of good governance are improved public service delivery, democracy and governance strengthened, gender friendly environment for women’s participation, corruption reduced, safe society and the needs of vulnerable groups addressed.
