National Health Policy.

This Policy frames the national health goals of Bhutan and provides for the principles and strategies to achieve these goals within the spirit of social justice and equity. It consists of four parts: I. Introduction; II. Health System; Disease Control and Medical Care; and IV. Partnership in Health.
Part I provides for a background on health and development in Bhutan, including the constitutional provisions relating to health. The vision and mission of the National Health Policy is laid down. The Policy mission is achievement of national health goals through sustained provision of quality general and public health services. The principles of the Policy and the implementation framework are laid down. Part II focuses on aspects such as service delivery; health human resource; health research and information; medicinal products, vaccines and technologies; health financing; and leadership and governance. The Policy adopts a comprehensive approach of primary health care to provide universal access with emphasis on disease prevention, health promotion, community participation and intersectoral collaboration. The state shall provide free access to basic public health services as enshrined in the constitution.
Part III provides for policies relating to disease control and medical care. Priority is given to public health intervention in the prevention and control of diseases of known epidemic potential, highly pathogenic and emerging & re-emerging infectious diseases of national and international importance. The government shall strive for food security and endeavor to assure food safety and quality standards. Safe and appropriate method of hazardous waste disposal shall be adopted. The medical care section provides for policies on traditional medicines, diagnostic and curative services, emergency health services, and services for special needs group. Part IV contains the policies in respect of community participation, multi-sectoral collaboration, public-private partnerships and international partnerships.
