Abstract
The National Sanitation and Hygiene Policy provides a holistic and clear policy direction for the sanitation and hygiene sector in Bhutan. The mission of the Policy is to attain sustainable sanitation infrastructure and services with safe hygienic practices. The five policy objectives laid down are: 1. Achieve universal coverage and access to sustainable services for all; 2. Adopt appropriate technology for sustainable sanitation systems; 3. Develop sustainable and efficient financing mechanism for safe sanitation and hygiene services; 4. Strengthen capabilities including behaviour change communication at all levels; and 5. Institutionalize mechanism for effective and efficient coordination and service delivery. Policy statements are provided under each of the policy objectives. The policies and legal framework relevant for sanitation and hygiene are also described. The strategy for monitoring and evaluation of Policy implementation is provided, which includes the responsibilities of the concerned agencies.
