Pesticides Rules and Regulations of Bhutan 2019.

These Rules and Regulations are formulated in exercise of the powers conferred under Section 19 of the Pesticides Act of Bhutan, 2000. Chapter 2 provides for appointment of members to the Pesticides Board (Board) and the functions of the Board. Other implementing agencies are also identified which include Bhutan Agriculture and Food Regulatory Authority (BAFRA), National Plant Protection Centre, Pesticide Procurement Committee and Pesticides Technical Working Group. Chapter 3 regulates the manufacture of bio-pesticides. Chapter 4 makes provisions relating to pest control operations and promotes adoption of Integrated Pest Management (IPM) practices. Chapter 5 provides for establishment of Pesticides Laboratory to be headed by a Pesticides Analyst. Chapter 6 makes BAFRA responsible for inspection of pesticides and lays down the powers and functions of Pesticides Inspector. Chapter 7 restricts the import and sale of pesticides and imposes conditions relating to storage, packaging and labelling of pesticides. Chapter 8 contains the offences and penalties. Chapter 9 provides for precautions and safety measures for persons handling or coming in contact with pesticides. Chapter 10 lays down the definitions.
