Plant Quarantine Rules of Bhutan, 2003.

These Rules provide for the requirements to be satisfied for plant qauarantine. The Rules consist of 10 Chapters: Stations, Points of Entry and Checkposts (I); Import of Plants and Seeds for Propagation (II); Import of Plant Products (III); Import of Soil (IV); Import of Fresh Fruits and Vegetables (V); Import of Plant Pests (VI); Export Inspection Regulation (VII); Fees for Services, Inspection and Treatment (VIII); Penalties and Fines (IX); Miscellaneous Provisions (X).
No plants, plant products, packages, goods or soil subject to quarantine shall be imported into Bhutan except through officially declared points of entry under para 1 of Chapter 1. In order to import plants, seeds or tissue cultures for propagation into Bhutan, permits issued by the Quality Control and Regulatory Services, Ministry of Agriculture shall be obtained. Imports should be accompanied by a phytosanitary certificate from the country of origin, with endorsements as necessary, free of soil and packed in an approved packing material given in Schedule I of Chapter II. All imports of plant products and goods must be inspected on arrival to verify freedom from pests, and may require additional treatments to remove pest risk if found infected. Regarding to import of plant pests, entry will be limited to imports issued to and destined for recognized Royal Government of Bhutan scientific and research agencies and will be subject to approval from the Minister, Ministry of Agriculture.
