Abstract
These Rules are made in exercise of the powers under section 300 of the Local Government Act, 2009 in relation to Thromdes (administrative division). Chapter 2 contains the objectives, roles and functions of a Thromde. The objectives include providing a democratic and accountable government for local urban communities. Chapter 3 makes provisions for various types of Thromde, and the criteria and procedure for declaration of a Thromde. Chapter 4 provides for the composition, powers and functions of a Thromde Tshogde, which shall be the highest decision making body of Class A Thromde. Chapter 5 makes provisions in respect of Thromde Tshogchung and Yenlag Thromde Tshogchung and various committees under them. Chapter 6 lays down the rules for meetings of Thromde. Chapter 7 makes provisions for administration of Thromde and chapter 8 provides for financial management of Thromde. Chapter 9 lays down the powers and functions of Thromde in respect of planning and land management. Chapter 10 provides for the procedure to make new rules or regulations. Chapter 11 contains the functions of the Ministry responsible for urban development and Thromde.
