Abstract
This 12th Five Year Plan (FYP ) is a cross-sectoral policy document at the national level, covering the period from 1st November, 2018 to 31st October, 2023. The objective of the 12th FYP is “Just, Harmonious and Sustainable Society through enhanced Decentralisation.”
The 12th FYP seeks to help eliminate food insecurity and malnutrition. One of the priorities to create a Sustainable Society include: Ensuring water, food and nutrition security. Strategies have been identified: Encouraging cultivation of fallow land; Expansion and strengthening of irrigation system; Enhancing farm labour supply; etc. Under National Key Result Area (NKRA) 17 Sustainable Water, strategies are developed, including: Improving drinking water quality and safety; Providing adequate irrigation water; Implementing water legislation and governance; Exploring creation of a dedicated water agency.
The 12th FYP seeks to make agriculture more productive and sustainable. Maintaining healthy eco-system, carbon neutral and climate resilient development is one of Priorities set up in the Policy document to create a Harmonious Society. While priorities proposed to create a Sustainable Society include: Enhancing economic diversity, and productive capacities; Ensuring renewable energy supply; etc.
The 12th FYP seeks to reduce rural poverty. Priorities to create a Just Society include: 1.Reducing poverty and inequality; 2.Creating productive and gainful employment; 3. Improving access to quality health services; 4.Improving quality of education and skills; 5.Promoting gender equality; etc. National Key Result Areas (NKRAs) 3 is: Reducing poverty and inequality. This NKRA aims to improve living conditions of the general population and narrow the gap between the rich and the poor.
The 12th FYP promotes to enable more inclusive and efficient agricultural systems. National Key Result Areas (NKRAs) 2 Economic Diversification aims to develop an inclusive, sustainable and equitable economy with decent livelihood opportunities for everyone through accelerated private sector growth and investment in agriculture and other sectors. In order to address the challenges and achieve the NKRA, strategies have been identified: Attracting private and foreign investment by creating enabling business environment particularly improving indicators of ease of doing business in which Bhutan is lagging behind; Promotion of high value added CSIs through support to product design and branding, skills development, and facilitate marketing. The Organic Flagship Programme will provide access to bio-inputs and organic seeds, develop an organic value chain and market system, and develop and operationalize organic certification systems. In addition, strategies developed under NKRA 8 Food and Nutrition Security include: Establishing network of post-production and marketing facilities; Strengthening price support for agriculture produce; Strengthening research and extension services; Farm mechanisation.
