Abstract
This Policy consists of 10 sections divided into various articles: 1-Introduction, 2-Background, 3-Objectives of the policy, 4-Strategy, 5-Land tenure and natural resources user rights, 6-Community management of natural resources, 7-Community based tourism, 8- Research, education and public awareness, 9-Institutional framework, 10-Administration and management.
The aims and purposes of this Policy, Community Based Natural Resources Management Policy (CBNRM) are to achieving biodiversity conservation and rural development, especially improved rural livelihoods.
The objective of this chapter is to assess whether CBNRM has been successful in achieving its goals of biodiversity conservation and improved rural livelihoods in Botswana. The chapter also investigates the effectiveness of the CBNRM institutional framework in ensuring that CBNRM achieves its goals. Both primary and secondary data sources were collected and analyzed. Results suggest that CBNRM in Botswana largely involves wildlife-based tourism activities such as photographic and safari hunting. CBNRM offers local communities the opportunity to participate in tourism development and natural resource conservation.
Moreover, the Policy wants to establish a framework that provides incentives for communities to manage natural resources in a sustainable manner; create opportunities for community participation in natural resources management; promote conservation and CBNRM strategies that are based on sound scientific principles and practices; enhance the relationship between protected areas management and CBNRM; protect the intellectual property rights of communities with regard to natural resources; encourage communities to participate meaningfully in the monitoring of CBNRM; facilitate capacity building within communities to engage in natural resources-based tourism; establish an institutional support framework for the implementation of CBNRM and; promote communication, education and public awareness on CBNR
