Abstract
The Act consists of 87 sections divided into 13 Parts: Preliminary (I); Ownership of minerals and acquisition of mineral rights (II) Administration (III); Reconnaissance permits (IV); Prospecting licences (V); Mining licences (VI); Building and industrial minerals (VII); Mineral concessions and surface rights (VIII); Financial (IX); Withdrawal of applications, surrender and termination of mineral concessions, etc. (X); Regulations (XI); Penalties and offences (XII); Records and information (XIII).
All mineral rights are vested in the Republic (sect. 3). Section 4 concerns the acquisition o a mineral concession. The Minister shall decide on the granting of licences, concessions and leases. Section 45 concerns the exportation of radioactive minerals. Section 61 concerns the right to graze stock in mining areas by the lawful owner of occupier of a land subject of a mineral concession. A holder of a right may in certain circumstances obtain a exclusive right to use the area under section 62. Regulation making powers of the Minister are set out in section 80.
