Abstract
National Disaster Risk Reduction Strategy 2013-2018: Beyond vulnerability – Towards resilience document consists of five main components, namely: 1) the background and objectives; 2) a situational analysis of current disaster risk reduction initiatives and actions in the country; 3) the strategic goals, drivers, initiatives and mission success factors to achieve these goals; 4) the tools for effective implementation of the strategy; 5) a measurable implementation and action plan.
The Strategy aims to achieve the following strategic goals: to improve the legal and institutional basis for efficient disaster risk reduction; to mainstream disaster risk reduction and emergency management into development policy, programmes and projects; to build disaster risk reduction capacity at national, district, community and household levels; to increase awareness of disaster risk reduction methods and opportunities through information sharing, strategic partnerships, education and training; to strengthen and implement knowledge, information management and technologies on disaster risk reduction in all sectors; to strengthen disaster preparedness and climate change adaptation at all levels.
The Strategy clarifies that all sectors and ministries should include disaster risk reduction in their annual strategic planning processes. A table below provides an indication of the main sectors and their primary responsibilities in disaster risk reduction specifically and under Annexure A can be found the Implementation Action Plan.
