Abstract
These model Bye-laws contain rules for the use of a natural resource, i.e. firewood, gravel, sand, soil, stones, thatching grass, veld product and river reeds. “Veld product” means any plant, root, fruit or tuber used either for consumption by humans or domestic animals or for medicinal or veterinary purposes. No person shall remove any natural resource from a Council area except under and in accordance with the terms and conditions of a removal permit from the Council Secretary in his or her capacity as Secretary of the Land Board. Appeal against decisions of the Council Secretary may be had with the Council.
