Abstract
The NDP 12 Indicator Framework is based on the National Monitoring and Evaluation System (NMES) architecture and establishes a national hierarchy of performance indicators to monitor the implementation of the National Development Plan (NDP 12). Specifically, it (i) defines sectoral indicators with corresponding baselines and targets for the plan period; (ii) ensures that these indicators measure progress toward national priorities and align with Botswana's "True North" development goals.
In line with the True North agenda, the Framework organizes indicators by sector and expected outcomes. For each sector, it identifies the corresponding programmes that contribute to the achievement of these outcomes and establishes the indicators, baselines, and targets used to monitor progress throughout the NDP 12 implementation period.
