Abstract
This Act sets out general rules for the functioning of the public administration. The Act applies to every enactment to which the Interpretation Act applies, except where the contrary intention appears.
The Act provides for, among other things: transfer of functions and powers by the President, delegation of functions by the President or a Minister, exercise of functions by public officers, establishment and dissolution of public bodies, regulation-making powers and the control of corporations which are established by any enactment, or corporations registered in accordance with the Companies Act, in which Government owns a majority of all equity shares.
