Abstract
The Vision 2036 is a national policy with a multi-sectoral approach. The timeframe of the Plan is 20 years between 2016 and 2036. The purpose of the Vision is the achievement and fulfilment of individuals, community and national goals at all levels by ensuring sustainable economic development, human and social development, sustainable environment and governance, peace and security.
Food security will be ensured through increased agricultural productivity.
Green economy will be developed through biodiversity conservation, ecosystem preservation, conservation and sustainable use of natural resources, water resources management, land use management, energy conservation and efficiency, waste reduction and pollution control in an environmentally sustainable manner. Integrated water resources management will promote water efficiency and conservation, conjunctive use of surface and groundwater resources, and groundwater recharge. Availability of and equitable access to water will be ensured.
Livelihoods will be improved by increasing rural employment opportunities in agriculture, environment, services and tourism sectors. The social status of the nation including families and communities will be improved. Access to technologically advanced and innovative health care services will be guaranteed. Social inclusion policies will be implemented to end poverty, foster shared prosperity and to empower poor and marginalized groups. Social protection measures will be taken for elderly, people with disabilities, marginalized groups and for the most vulnerable members of the society. With respect to human rights, national efforts will be made to promote gender equality, empower women and to end gender discrimination and gender-based violence. Youth and children will be empowered through better education and health.
The strategies to become a high-income country are: (i) more inclusive, efficient, diversified and private sector-led economy, (ii) trade and investment at national and international levels, (iii) production of internally competitive products and services for both the domestic and export markets, (iv) trade facilitation, (v) economy based on science, innovation, technology, R&D, as well as indigenous knowledge, (vi) development of emerging industries and new sources of economic growth, (vii) infrastructure development, and (viii) participation of micro and small production enterprises in markets. The Vision 2036 aims at enabling economic growth in mining, agriculture, manufacturing, tourism and services sectors. In order to increase agricultural production, measures will be taken for plant health and protection, soil conservation and moreover technologies and modern farming methods will be used. The production, processing, marketing and distribution activities of private sector engaged in agriculture will be developed. Information and communications technology will be developed and integrated into all sectors. Financial services will be developed to promote international trade. Transport infrastructure will be developed at regional and international level through private sector participation. Capacity building of the society will be enhanced through education and skills development. Sustainable energy resources management will be based on availability, accessibility, safety, affordability and reliability. Public - private partnerships will be facilitated in clean energy technology and renewable energy resources.
The resilience of livelihoods to climate change will be increased. The Vision addresses further challenges of climate change and global warming on economic growth and development. Therefore climate change vulnerability assessment, adaptation and mitigation will be integrated into national development policies. Public awareness will be raised on the consequences of climate change. Disaster risk management and early warning systems will be strengthened. Appropriate technologies will be applied to reduce the GHG emissions.
Agencies responsible for collecting and compiling data including Statistics Botswana, administrative entities, private sector, civil society and international agencies will work closely in the implementation of an effective M&E process.
