Abstract
This Agreement determines the forms of cooperation in the field of prevention of emergency situations and mitigation of their consequences, regulates the procedure for providing voluntary humanitarian and rescue assistance in case of emergency situations and establishes the procedure for providing assistance on the basis of a written request. The competent authorities of the requesting Party shall bear responsibility for the coordination and management of emergency intervention and assistance in compliance with the acting legislative provisions on the territory of the requesting Party. The Parties shall cooperate in the following areas: (a) prevention, forecast, reduction of risks of disasters and emergency situations, and mitigation of the consequences of disasters and emergency situations; (b) exchange of information and experience; and (c) organization of conferences and research programs.

Entry into force notes
This Agreement enters into force upon expiry of 30 days from the date of receipt by diplomatic channels of the last written notification of compliance Parties to the domestic procedures required for its entry into force.
