Abstract
This Agreement regulates the basic principles of voluntary provision assistance in cases of accidents, natural disasters and other emergencies that cannot be completely or quickly eliminated by the Party, who asks for assistance. This Agreement defines the types of cooperation in the development of methods and implementation of the actions to be undertaken in order to increase the capacity of Parties in the joint prevention of accidents, natural disasters and other emergencies, as well as mitigation of their consequences. Competent authorities of the Parties shall be the Ministry of Emergency Situations of the Republic of Belarus and the Ministry of Interior of the Republic of Poland. Assistance can be provided in the form of sending rescue teams, expert, and equipment or in other forms agreed by the Parties. Cooperation shall be carried out in the following forms: (a) improvement of early warning system and emergency intervention system, and also notification of accidents, natural disasters and other emergencies; (b) readiness for assistance and provision thereof in accordance with this Agreement; (c) joint planning and research; (d) joint training of personnel; and (e) exchange of experience and information.
