Abstract
The activities of the hydrometeorological service are carried out in order to provide consumers with timely, complete and objective hydrometeorological information and information on environmental pollution. Such information is directly used in almost all sectors of the economy and is necessary to ensure the safety of people and the preservation of property.
The purpose of the Branch Program is to ensure an increase in the level of hydrometeorological safety of the state and a reduction in the risk to the life of the population and damage to the country's economy from dangerous hydrometeorological phenomena.
The Program provides for the solution of the following tasks: (a) introduction of new technologies for hydrometeorological observations, technical re-equipment of the state network of hydrometeorological observations; (b) implementation of new weather forecasting methods using digital forecasting models; (c) improving the system for detecting and warning about dangerous hydrometeorological phenomena, developing and implementing a quality management system for meteorological support for the national economy, improving observation methods and staffing for the industry; (d) ensuring the transition from discrete observation methods to continuous methods; and (e) development of international cooperation in the field of hydrometeorological activities.
Expected results of the Branch Program: (a) improving the accuracy (by 2-3 percent) of weather forecasts with greater lead time (average daily forecasts - up to 10-15 days and warnings about hazardous phenomena - up to 1.5-2 days), which will make it possible to reduce the risk of damage to various sectors of the economy caused by dangerous hydrometeorological phenomena and to prevent possible human casualties; (b) increasing the efficiency of providing government bodies, organizations, and individuals with factual and forecast information on the state of the environment and its pollution, as well as emergency information on dangerous hydrometeorological phenomena and extremely high levels of environmental pollution, and on improving hydrometeorological support for areas where there are no hydrometeorological service units; (c) creation of an effective system for early detection and warning of dangerous hydrometeorological phenomena on the national territory, which will ensure regular exchange of meteorological data with neighboring states, create technical prerequisites for joining a single European multifunctional operational radar network; (d) improving meteorological safety of civil aircraft flights; and (e) modernization and technical re-equipment of the hydrometeorological observation network, transition to modern automated observation systems and new technologies.
