Abstract
Concept of the National Strategy for Sustainable Development of the Republic of Belarus for the period up to 2035 is a multisectoral policy document, which is based upon systematic approach that reveals the development of three interrelated components of the overall potential of the national sustainable development system: social, economic and environmental. A new vector, an accelerator of sustainable development, should be the green economy, the main tools of which are innovative "green" technologies based on energy and resource conservation, reduction of carbon emissions, environmentally friendly production and transport, alternative energy sources, organic production, eco-development - construction with minimal impact on the environment. Transition to the principles of the green economy implies its development without prejudice to nature, increase of production efficiency through the preservation and increase of natural capital, reduction of toxic and carbon emissions, expansion of biodiversity, as well as improvement of the quality of environmental management system and environmental awareness of citizens, support of environmental well-being of the population.
The strategic goal of sustainable development of the Republic of Belarus is to achieve high standards of quality of life and social well-being through the development of potential and equal opportunities for each person, ensuring decent work and high incomes of the population, preservation of natural systems for present and future generations. The main drivers of sustainable growth are the digital transformation of all spheres of the economy, accelerated development of private initiative, widespread introduction of green technologies and innovations, transition to a circular economy and inclusive development. Implementation of the Concept of the National Strategy for Sustainable Development of the Republic of Belarus for the period up to 2035 shall be performed in two stages: (a) first stage – 2021-2025; and (b) second stage – 2026-2035. Economic component of sustainable development envisages the use of renewable energy sources, with the consideration of economic feasibility for the country and relevant criteria of energy security, and introduction of low-carbon and carbon-free technologies. The main objectives of the development of the environmental component shall be as follows: (a) ensuring environmental security; (b) preservation of natural ecological systems, biological and landscape diversity, ensuring zero balance of land degradation; (c) creation of an effective system of protection of the population from harmful impacts of natural and man-made disasters; (d) increasing the viability of the ecosystem; and (e) increasing efficiency of waste management. The main objectives in energy sector shall be to increase the use of renewable energy technologies (including bioenergy, wind energy, solar energy), introduction of smart grid technologies.
Gender equality in all spheres of life envisages the solution of the following tasks: (a) development of organizational and legal mechanisms to ensure gender equality; (b) economic empowerment of women in proportion to their high educational status; (c) ensuring gender equality and health equity of men and women throughout their lives; (c) formation of a gender-sensitive culture of behavior in the society; and (d) creation of an effective organizational and legal system of counteraction domestic violence.
The supreme goal of agricultural development shall be production of basic agricultural commodities, alimentary raw materials and foodstuffs with a view of ensuring food security.
Priorities for digital transformation of agriculture must become: (a) application of digital structure, composition and condition analysis of soil, crop monitoring to increase yields and the predictive yield analysis, pests, etc..; (b) introduction of digital managing technologies for conservation agriculture (biologization of production) applied at all stages of production (direct and strip sowing, differentiated fertilization, controlled efficient cleaning and post-harvest logistics, etc.); (c) digitalization of livestock production and use of digital farm technologies; (d) creation of digital food distribution centers with modern logistics and product flow management technologies of perishable foodstuffs and raw materials
Priority areas for the development of forestry shall be as follows: (a) increasing the productivity and quality of forests by increasing the share of reforestation and afforestation on a genetic and selection basis; (b) ensuring climate change mitigation by increasing carbon sequestration by forests and substitution of non-renewable materials and fuels with renewable materials and fuels based on timber; and (c) creation of green jobs in forestry, including increased qualification of employees and ensuring occupational safety.
