Decree No. 1 of the Committee on Land Resources, Geodesy and Cartography validating the Regulation on making up, issuing and storage of state land certificates and provisional land tenancy certificate.

This Decree shall be destined for entities making up state land certificates and provisional land tenancy certificate and local self-government that issue and store public deeds and for legal and natural persons who shall be the holders of the aforesaid certificates. The right of private ownership, lifelong hereditary possession by the Belarusian nationals, legal persons, including companies with foreign investments of the plots of land, and also the right of open-ended land tenancy shall be attested by the public deed to land. Public deeds shall be issued to legal and natural persons in the following cases: (a) allotment of a plot of land for permanent tenancy and lifelong hereditary possession; (b) private ownership; (c) transfer of the plots of land to private ownership of the Belarusian nationals; (d) transactions with land of private ownership; (e) inheritance of land; and (f) transfer of land rights.
