Decree No. 1047 of the Council of Ministers regarding the organizational and legal arrangements for the implementation of the Law “On seeds”.

The Regulation on the state control in the sphere of seed-growing shall have as its purpose the observance by legal and natural persons of the state standards and other technical requirements in the process of manufacturing, processing, storage, trade and utilization of seeds (planting materials) of all species growing on the national territory, and also control over the approbation of elite planting materials, soil and laboratory seed testing, control over the compliance with import and export requirements for seeds and field inspection of the observance of technological requirements set for seed-growing. The Regulation on the grade testing establishes that grade testing shall be carried out for the purpose of determination of precious and other qualities of arboreous and shrubby species for the propagation thereof. The state testing of plant variety and arboreous and shrubby species is the final stage of the selection process leading to the official acknowledgement and recording in the Official Register of Plant Varieties and Arboreous and Shrubby Species. The Committee on the State Testing and Protection of Plant Varieties shall issue annually the list of: 1) brewing barley; 2) the precious elite varieties of cereals, grains, leguminous plants, potatoes and arboreous and shrubby species; 3) critical varieties of cereals, grains, leguminous plants, potatoes and arboreous and shrubby species; 4) non erucic oilseed rape and low glutinous coleseed; 5) highly oleaginous sunflower varieties.
