Decree No. 11 of the Ministry of Natural Resources and Environmental Protection regarding calculation of emissions to the atmosphere.

The Decree contains the method of calculation of emissions to the atmosphere in the process of utilization of paintwork materials. It consists of seven Sections dealing with: (1) sphere of application; (2) normative reference; (3) terms and definitions; (4) general provisions; (5) calculation of emissions from stationary sources; (6) emergency emissions as a result of equipment failure; and (7) calculation of environmental fees for emission of pollutants to the atmosphere. Environmental fees shall be calculated in accordance with hazard risk index of emissions classified in four categories or non-hazardous emissions.
