Decree No. 1104 of the Council of Ministers on some issues of waste management.

This Decree validates some regulations related to waste management. Regulation on the procedure for coordination of the instructions of waste management regards coordination of the instruction on waste management by the territorial bodies of the Ministry of Natural Resources and Environmental Protection related to the issuance of permits for storage and disposal of industrial waste. Regulation on the procedure for coordination of schemes for management of waste of garage cooperatives, horticulture cooperatives and other consumer cooperatives, and also on land of protected areas, recreational areas and land under the objects of cultural heritage regards coordination of the waste management schemes by the territorial bodies of the Ministry of Natural Resources and Environmental Protection. Regulation on the procedure for the issuance, suspension and cancellation of permits for storage and disposal of industrial waste establishes the modalities of performance of the aforesaid actions by the territorial bodies of the Ministry of Natural Resources and Environmental Protection. Regulation on the procedure for registration of commissioned facilities for the waste management in the register of facilities for waste management and storage, burial and disposal of waste in the register of storage facilities, burial and disposal of waste establishes the modalities of mandatory state registration of the aforesaid facilities. Operation of unregistered facilities shall be prohibited. Regulation on the procedure for coordination and validation of the rates of industrial waste formation sets forth quantification of rates of the industrial waste formation.
