Decree No. 2-T of the Ministry of Natural Resources and Environmental Protection validating environmental norms and rules.

This Regulation validating environmental norms and rules (EcoNiP) establishes requirements for maintaining surface waterbodies in proper condition and their improvement, including the list of works, the procedure for developing the complex activities aimed at maintaining surface waterbodies in good condition, and deadline for its implementation. Maintaining surface waterbodies in proper condition includes the following list of works: (a) sanitary cleaning of surface waterbodies; (b) clearing river beds; (c) restoration of the depth and morphology of the bottom of reservoirs; (d) cleaning and repair of landscaping elements on surface waterbodies; (e) maintaining water systems in proper condition and separately located hydraulic structures and devices intended for the removal surface waters, regulation of water flows, discharge of wastewater into surface waterbodies; and (f) fish stocking of surface waterbodies. Sanitary cleaning of surface waterbodies is carried out in order to ensure that the water quality of surface waterbodies meets hygienic standards of water safety standards for waterbodies for cultural and domestic (recreational) use in areas where surface waterbodies are used for recreation, sports and tourism, medical (resort, health) needs or water quality standards for surface waterbodies outside these areas. Improvement of surface waterbodies is carried out for the purposes of: (a) unlocking the recreational potential of surface waterbodies, also in terms of the development of ecological tourism; (b) improving the water quality of surface waterbodies; (c) maintaining habitat for local flora and fauna; (d) prevention of mass fish mortality; (e) conservation and development of ecological corridors along watercourses; (f) improving the quality of landscaping in populated areas; (g) prevention of natural emergencies caused by negative impact of water (reducing the risk of flooding, etc.); and (h) expanding the functional diversity of populated areas.
