Abstract
State program "Land and property relations, geodetic and cartographic activities" for 2021-2025 is a nationwide sectoral policy document elaborated for the purpose of development of the system of provision with geodesic and cartographic information and data of the Republic of Belarus, land valuation activities, property relations, as well as increase of the efficiency of land tenure and state property. State Program shall ensure creation, development and maintenance of up-to-date state geodetic, levelling and gravimetric networks in settlements, delimitation, demarcation and verification of the line of the state border of the Republic of Belarus, the development of high-precision satellite methods and positioning technologies.
State Program shall achieve the following objectives: (a) development of geodesy and cartography (task 1); (b) development of distant zoning system (task 2); (c) development of land survey (task 3); (d) cadastral valuation of land (task 4); (e) development of state land cadastre (task 5); (f) development of land valuation activities (task 6); and (g) development of land-related property relations system (task 7).
In order to automate the collection, storage and use of materials and data, obtained as a result of performance of geodetic, cartographic and aerial survey work, was constituted Geographic Information System under State Cartographic and Geodetic Fund if the Republic of Belarus.
The main objectives of the development of the Geo-information databank of distant zoning of the Earth for 2021-2025 shall be an increasing the number of electronic services provided to governmental bodies and other organizations and citizens, including those used in the implementation of the "Smart City" concept and the development and introduction of intelligent and expert decision support systems, as well as the development of geoinformation systems and spatial information processing, ensuring information exchange between governmental information resources.
State program "Land and property relations, geodetic and cartographic activities" shall be used for cadastral valuation of agricultural land shall be applicable to agricultural land to be conducted at least once every 10 years. The results of the assessment shall be used to establish land tax rates, determination of the amount of losses caused to land users by expropriation of land plots, substantiation of land-use planning schemes and projects, forecasting and evaluation of the results of economic activities of agricultural organizations, and performance of other tasks. Cadastral evaluation of agricultural land and other activities in the field of rational use and protection of land shall be based on objective information based on the results of periodic soil, agrochemical and other special surveys.
The register of prices for land plots of the state land cadastre contains information on prices of land plots and/or real estate located thereon, as recorded at the moment of execution of transactions therewith. This resource was created in order to provide the state administration bodies, investors, citizens, professional real estate market participants and other parties concerned with the information on the prices of the real estate objects recorded in the respective contracts, levels and dynamics, demand rate and characteristics of real estate objects with which purchase and sale contracts were concluded.
