Abstract
State program "Agrarian business" for 2021-2025 was developed in order to increase the economic efficiency of the agro-industrial complex and the development of competitive and environmentally safe agriculture aimed at enhancing the food security of the Republic of Belarus, and to ensure healthy nutrition and healthy lifestyle of the population, preservation and development of rural areas. The goals of the State Program shall be to increase the competitiveness of agricultural products and foodstuffs, and to increase export potential thereof.
State Program includes the following subprograms: (a) Subprogram 1 "Development of crop production, processing and trade of crops"; (b) Subprogram 2 "Development of seed production of agricultural crops”; (c) Subprogram 3 "Development of cattle breeding, processing and realization of products of animal husbandry"; (d) Subprogram 4 "Development of pedigree livestock breeding"; (e) Subprogram 5 "Development of fishery management; (f) Subprogram 6 "Engineering flood control measures"; (g) Subprogram 7 "Development of agricultural land reclamation"; (h) Subprogram 8 "Development and support of small forms of entrepreneurship”; and (i) Subprogram 9 "Ensuring general conditions for the functioning of the agro-industrial complex".
To achieve this goal, the following tasks must to be accomplished: (a) achievement of the volume and structure of crop production, allowing balancing the supply and demand for the most important types of products; (b) ensuring by scientific research and elite seeds producing organizations production and trade of original and elite seeds of high yielding varieties of agricultural crops completely meeting the demand of the national agricultural organizations; (c) reaching the volumes and structure of livestock breeding production that allow balancing the supply and demand for the most important types of products of animal origin; (d) increasing the number of pedigree livestock, which allows to increase the volume of trade of pedigree livestock products (material); (e) ensuring the production of pond and lake and river fish production, as well as valuable fish species; (f) ensuring engineering protection of agricultural land from floods and waterlogging; (g) restoration of usable qualities of land reclamation systems that were lost in the process of long period of operation, and involvement of reclaimed lands into agricultural turnover; (h) increasing agricultural production on peasant (private) private farms; and (i) creation of conditions for sustainable and dynamic development of the agro-industrial complex.
Expected results. The implementation of the State Program will contribute to: (a) improving the efficiency of agricultural production through the implementation of resource-saving technologies, reducing material and labor costs, reducing production costs and improving the quality of agricultural commodities in order to maintain their competitiveness on domestic and foreign markets; (b) strengthening the raw material base of agro-industrial production based on intensification, concentration, improvement of specialization and distribution, including formation of highly efficient sustainable areas of raw materials; (c) modernization of existing production facilities and development of new competitive industries, increasing the competitiveness of products in the food industry sector; (d) digitalization of the branches and sub-branches of the agro-industrial complex, aimed at improving the sustainability and implementation of innovative technologies and business models; (e) development of breeding and genetics for the needs of sustainable agriculture; (f) preservation, restoration, improvement, increase of fertility and rational use of agricultural land; (g) formation, modernization and development of the agro-industrial complex, corresponding to the level of production capacity and the requirements of the world and the EAEU market, ensuring the increase of the competitive advantages of domestic producers on the stages of procurement, purchasing, distribution and promotion of agricultural commodities; (h) creation of favorable conditions for the development of entrepreneurship in agriculture; and (i) conducting financial rehabilitation of insolvent agricultural organizations by restructuring debts and attracting investors.
