Decree No. 610 of the Council of Ministers “On issuance of permits in the field of environmental protection for the movement of certain types of goods across the State Border of the Republic of Belarus.”

Regulation on the procedure and conditions for issuing conclusions (permits) for import into the customs territory of the Eurasian Economic Union and (or) export from the customs territory of the Eurasian Economic Union or import into the Republic of Belarus from the territory of a member state of the Eurasian Economic Union and (or) export from the Republic of Belarus of ozone-depleting substances and products containing them into the territory of a member state of the Eurasian Economic Union establishes terms and conditions for the issuance of the aforesaid permits, as well as the procedure, terms and conditions for termination of such permits. In order to obtain a conclusion (permit) a legal entity or individual entrepreneur importing or exporting ozone-depleting substances of products containing them must submit to the Ministry of Natural Resources an application and the following accompanying documentation: (a) a copy of the agreement (contract); (b) a copy of a valid cargo insurance policy; (c) a copy of the quality certificate; (d) information confirming that the import of ozone-depleting substances is carried out in reusable containers; (e) copies of documents confirming on the recovery of ozone-depleting substances submitted when importing recycled ozone-depleting substances for recovery purposes; (f) a copy of the agreement (contract) with the organization on the destruction of ozone-depleting substances submitted upon import of recycled and (or) recycled ozone-depleting substances for the purpose of destruction; (g) a letter from the applicant or a copy of the agreement (contract) for the use of ozone-depleting substances exclusively as raw materials for the manufacturing of chemicals that are not ozone-depleting - submitted when importing ozone-depleting substances for use as raw materials; and (h) a copy of the conclusion (permit document) for the import of ozone-depleting substances and products containing them, issued by the competent authority of the member state of the Eurasian Economic Union. Annex 1 contains application form. Regulation on the procedure, terms and conditions for issuing permits for the movement across the State Border of the Republic of Belarus of species of animals and plants, their parts or derivatives, subject to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) establishes the procedure, terms and conditions for issuing permits for the movement across the State Border of the Republic of Belarus (export, import, re-export) of species of animals and plants, their parts or derivatives subject to the CITES Convention. It shall be applicable to individual entrepreneurs and legal entities. Annex 1 contains application form. Accompanying documents shall include import-export contract, documents attesting legal possession of CITES species, permits for removal of endangered and protected wild fauna and wild flora species from their natural habitats, a copy of genetic certificate in case of import or export of caviar from sturgeon species. Regulation on the procedure, terms and conditions for issuing, terminating and canceling conclusions (permits) for the import and (or) export of hazardous waste shall be applicable to individual entrepreneurs and legal entities regarding import and export of hazardous waste.
