Decree No. 671 of the Council of Ministers validating the Regulation on the procedure for issuing permits for the use of plant protection products that are not included in the State Register of Plant Protection Products and Fertilizers approved for use on the territory of the Republic of Belarus, as well as the application of such plant protection products.

The scope of this Regulation shall be to ensure the safe use of plant protection products, establish the procedure for issuing permits for the use of plant protection products not included in the State Register of Plant Protection Products and Fertilizers approved for use on the territory of the Republic of Belarus, and the application of such plant protection products. A legal person or an individual entrepreneur in case of a risk to the phytosanitary security of the Republic of Belarus in the absence plant protection products included in the State Register of Plant Protection Products and Fertilizers approved for use on the territory of the Republic of Belarus, as well as a legal entity for the purpose of conducting scientific research submit to the Ministry of Agriculture and Food application and other documents according to the list. In case of positive conclusion of the examination of the documentation the Ministry of Agriculture and Food shall issue authorization with the period of validity 1 year from the date of issuance. The authorization shall be terminated in the following cases: (a) at the expiration of the period for which it was issued; (b) from the date of insertion of plant protection product, for which the authorization was issued, in the State Register; (c) 10 days after the applicant's notification in writing of acceptance by the Ministry of Agriculture and Food of its decision to revoke authorization in the following cases: (1) detection of unreliable information in the application and accompanying documentation; (2) in case of availability of information on risks to environment, human life and health due to the application of plant protection product not included in the State Register for which authorization was issued; and (d) by court decision.
