Abstract
National Action Plan for the development of “Green” economy in the Republic of Belarus for the period of 2021-2025 is a nationwide policy document adopted by the Council of Ministers of the Republic of Belarus. It expires in 2025. The strategic goal of the implementation of the National Plan is to develop an inclusive, smart and digital green economy that promotes achievement of economic growth.
The development of a "green" economy in the Republic of Belarus is based on the following principles: (a) sustainable development, which implies a focus on achieving sustainable environmental, economic and social growth; (b) inclusiveness, involving the expansion of the circle of stakeholders and their involvement in becoming a green an inclusive economy in line with the "leave no one behind" approach; (c) intersectorality reflects the interaction of representatives of various sectors of society in the decision-making process; (d) innovation - the use of scientific and technical achievements in order to improve the environmental friendliness of manufactured products, the method of their production or distribution; (e) scientific approach, which provides for the disclosure of cause-and-effect links between phenomena, processes, events, as well as the obligatory inclusion in the National Plan of only up-to-date information that meets modern level of development of science; (f) eco-efficiency and sufficiency, which involves ensuring sustainable production and consumption, maximizing useful properties of goods and services while minimizing environmental impact throughout the life cycle of products; (g) resource conservation involves the adoption of managerial decisions taking into account the need to conserve resources; (h) waste management as a resource involves the adoption of management decisions, taking into account the need to prevent (minimization) of waste generation and creation of conditions for maximum involving them in the economic turnover in order to replace the primary (natural) resources, development of industrial symbiosis; (i) increasing competitiveness and strengthening the reached positions in world markets, taking into account global greening trends; (j) transparency implies informing about the possibilities, processes and results of the implementation of the concept of "green" economy; and (k) international cooperation and responsibility promotes global policy coherence and fair international interaction, exchange of knowledge, experience and technologies.
Taking into account the socio-economic conditions, prospects, expediency and international obligations as priority areas for development of "green" economy in the Republic of Belarus are the following: (a) introduction of the principles of sustainable consumption and production; (b) development of a circular economy; (c) development of organic production; (d) development of ecological tourism and agroecotourism; (e) formation of smart and energy efficient cities; (f) development of electric transport (infrastructure) and urban mobility; (g) climate change mitigation and adaptation to climate changes; (h) conservation and sustainable use of biological and landscape diversity; (i) development of the sphere of "green" financing; (j) education, training and social inclusion; and (k) scientific support for the transition to a "green" economy. Particular attention should be paid to the development of sectoral and regional development strategies that take into account both industry specifics and socio-economic condition of the territory, as well as the needs of the population, including the most socially vulnerable groups.
