Abstract
State program Environmental protection and sustainable use of natural resources" for 2021-2025 is a nationwide multi-sectoral policy document aimed at improvement of organizational, economic, technical and technological conditions ensuring improvement of ecological situation in the Republic of Belarus. The goal of the State Program is to ensure environmentally favorable conditions for the life of citizens, environmental protection, and the preservation and sustainable use of natural resources.
The objectives of the State program shall be as follows: (a) performance of prospecting and (or) preliminary exploration in order to increase mineral resources base and regional geological studies of subsoil with a view of identification of various types of minerals; (b) introduction of modern hydrometeorological observation technologies, technical re-equipment of the state hydrometeorological observation network; (c) mitigation of climate impacts and adaptation to climate change, including in terms of water resources management; (d) conservation, restoration and sustainable use of ecological systems; (e) conservation, restoration and sustainable use of wild fauna and wild plants, their habitat and growth; (f) ensuring the functioning and development of environmental monitoring, assessment and forecasting of environmental changes under the impact of natural and anthropogenic factors; and (g) ensuring rational (sustainable) use of natural resources and environmental protection. The responsible customer of the state program is the Ministry of Natural Resources and Environmental Protection.
State program shall include the following subprograms: (a) Subprogram 1 “Subsoil of Belarus”; (b) Subprogram 2 “Hydrometeorological activities and protection of natural resources under conditions of climate change”; (c) Subprogram 3 “Management of persistent organic pollutants”; (d) Subprogram 4 "Conservation and sustainable use of biological and landscape diversity"; (e) Subprogram 5 “National environmental monitoring system”; and (f) Subprogram 6 “Functioning of environmental monitoring system”.
State program envisages performance of a set of arrangements: (a) regional geological study of subsoil (geophysical, geological and surveying, parametric drilling, thematic work and methodological support); (b) building up the fuel and energy potential; (c) prospecting and preparation for commercial development of new deposits of new deposits of construction materials and other non-metallic raw materials; (d) assessment of the prospects for discovering ore minerals on the national territory; (e) exploration of underground hydrosphere and monitoring of its conditions in order to maintain the resource potential and fulfillment of national and international obligations; (f) improvement of the system for collecting, processing, analyzing, storing and use of geological information; (g) improvement of investment attractiveness of geological exploration of subsoil and development of the mineral resource base; (h) development of the national and introduction of the available modern technologies of mining and processing of minerals; and (i) improvement of the quality and reducing the cost of geological exploration due to purchase and introduction of equipment, units and machinery in the production process.
