Abstract
This Law outlines the legal framework governing civil protection, emphasizing the protection of the population and material values from hazards and risks arising during military actions. It establishes the legal basis for civil protection, which is rooted in the Constitution. It also highlights the importance of international treaties in regulating civil protection relations, indicating that if there are discrepancies between domestic law and international agreements, the latter will prevail. The Law delineates the responsibilities of various state bodies in the field of civil protection, including the adoption of legal acts, the preparation and training of personnel, and the establishment of civil protection resources. It mandates the development of plans for civil protection, the construction and maintenance of civil protection facilities, and the allocation of budgetary resources for these activities. Additionally, it emphasizes the need for public education on protective measures against military threats and the coordination of civil protection forces during emergencies. The implementation of the Law is to be overseen by the Council of Ministers, which is required to align its regulations with this Law within six months of its enactment. It also outlines the roles of local executive and administrative bodies in executing territorial civil protection plans, ensuring readiness of civil protection forces, and maintaining communication systems. The document underscores the necessity of stakeholder involvement in civil protection activities, ensuring compliance with established procedures and regulations.
